Dutch regulator to investigate online lotteries – Online lottery

Dutch regulator De Kansspelautoriteit (KSA) has begun investigating lottery operators who are “increasingly adding elements of online gaming to their offerings.”

The KSA stated that lottery operators are not allowed to run lottery tickets online. Instead, we may only offer online tickets for physical lottery.

Games played online are considered “high risk” by Dutch law, but this distinction is important because physical lottery draws are not.

“The difference between a high-risk game of chance and a low-risk game of chance is to protect consumers,” says KSA. “People who want to participate in the lottery may not be exposed to a more dangerous game of chance unless they choose to do so.

“These games can lead to gambling addiction and related social problems. Prevention of these problems is an important goal of KSA.”

This announcement follows KSA’s similar warning about “promotional games” being offered by companies that are not licensed gambling operators. A raffle was included.

KSA said these games do not require a gambling license, but organizers must comply with gambling laws, including restrictions on advertising.
